Permanent residence: A place and address in the Republic of Croatia where the person has their permanent residence.

The citizens must record their permanent residence and re-record their permanent residence or any change to their permanent residence.

Registration in case of underage persons and those who are wholly or partly legally incapacitated will be conducted by the parents or legal representative.

Permanent residence is registered in the police department or station in administrative matters, which is competent as per the location where you wish to record your permanent residence. You are supposed to register for permanent residence within 15 days after settling in your permanent residence.

In case that registration of your new permanent residence involves deregistration of your previous permanent residence, the police department or station will deregister your previous permanent residence.

Reading of permanent residence

The following will be included along with the request for permanent residence registration/change:

  • ID proof.
  • Filled Permanent Residence Registration Form (Form 1).

The certificate Chief Officer will sign a declaration certifying that you have become a permanent resident of the place. And address where you intend to have a permanent residence, be registered. (Citizen giving a false certificate is guilty of an administrative offence and he or she may be fined between 66,36 do 663,61 EUR.

When you do not own or co-own the property you are registering in, one of the following should be included:

The permission of your landlord (owner) or all co-owners certified by a notary (in case the property where the person is registering permanent residence is owned by many persons. The permission of a notary is not required in case of sole ownership. The landlord can issue their consent in the presence of the officer-on-duty at the administrative affairs window at the relevant police department or station. Or electronically, by using the e-Citizens system, in case he/she has a high-level assurance credential. 

An individual who reached an agreement of a kind with the landlord in terms of which the mentioned person signed a contract with the landlord that was notarised by a notary public, may insert this contract. And the consent of the landlord is not necessary in this case. 

An individual who hands over his or her apartment to another individual to live in it for more than three months must inform the locally competent police department. Or station within 15 days after the date of such an occurrence about the individual who uses the apartment and the address where the apartment is situated. 

Only a person who is emigrating permanently is obliged to deregister their permanent residence before emigration at the competent police department or station based on his/her place of permanent residence. When you have not unregistered your permanent residence in time before emigration, unregistration must be done within 15 days of immigration into a foreign country at the competent diplomatic mission or consulate of the Republic of Croatia in the country you emigrated to. 

Reporting temporary emigration out of the Republic of Croatia over a period

Where the citizens, on the basis of temporary stay abroad longer than one year, are leaving Croatia due to: education, activating various activities of a non-permanent and seasonal character. Long-term treatment in medical institutions, other reasons, they must report to the appropriate police department or the police station in accordance with their regular residence. Imagine that they have not informed the police station or department of their travel time abroad. They will, in that event, be able to present this notification by means of the competent diplomatic mission or consulate of the Republic of Croatia in the country where they are temporarily residing. Staying outside Croatia should have its basis on a reason with relevant documentation to back the reasons for staying temporarily. Such are: certificate of education, certificate of school, student card, employment certificate, employment contract, residence or work permit, medical records and so on. 

The length of the temporary absence of Croatia does not surpass five years. When they feel like returning home, citizens are required to inform the competent police department or station based on their permanent residence.

Consider the case where the citizen has not returned to his country after the expiry of five years. At that point, they must report their stay again (to the competent police department or station or the diplomatic mission or consulate of the Republic of Croatia in the country they are staying). In case of prolonged deals of staying, they are expected to do so after every three years alongside those documents that justify the reasons of their stay abroad.
