Temporary residence of third-country nationals can be assigned as follows: Family reunification, employment, secondary education and studying, scientific activity, humanitarian grounds, work of a deployed employee and other reasons.

What is the procedure for issuing a Croatian temporary residence permit
The required document would be the first temporary residence Permit, which would help you stay in Croatia. - Demonstration of the justification of temporary residence.
- Evidence of payment of consular fee / administrative fee.
The way of stipulating the conditions under which it is possible to grant a temporary residence is defined in the Ordinance on the Status and Work of Aliens in the Republic of Croatia. In case the application is settled in a positive manner, the alien is granted a temporary residence permit in the form of a biometric residence permit.
The validity of the travel document should be not least three months longer than the period of issuing of the temporary residence permit.
